Review the earnest requirement for the foundation of a national level foundation for studies, preparing, investigate, distribution, meeting association and consultancy in the field of human rights and common freedoms, the Indian Institute of Human Rights was built up as a constituent unit of the World Institution Building Program (WIBP), an International Charity fused in March 1990 as a Public Charitable Trust at New Delhi. The WIBP chose to accord self-sufficiency to the Indian Institute of Human Rights by informing to get the co-sponsorship regarding various Universities for propelling need based projects at Bachelor's, Master's just as Doctoral levels. 

As needs be chosen Universities in India were reached by the functionaries and specialists of the Indian Institute of Human Rights welcoming them to co-support the introduction of IIHR and for enrolling the IIHR Trust. The names of these Universities were reported during the Human Rights Day work on 10 December 1999 where the Post Graduate Program in Human Rights of IIHR was officially initiated by Hon'ble Justice J S Verma, the then Chairperson, National Human Rights Commission (NHRC).
