In acknowledgment of the requirement for preparing better quality experts to meet the enormous scale industrialization of the nation, the service of Human Resource Development (the then Ministry of Education), Government of India set up four Regional Technical Teachers' Training Institutes (presently National Institute of Technical Teachers Training and Research, NITTTR at Bhopal, Chandigarh, Chennai and Kolkata in 1967. The Institute at Chandigarh is one of these four NITTTRs, began as a team with Royal Netherlands Government (upto 1974). It was intended to meet the prerequisites of creating polytechnic instruction in the northern locale covering the conditions of Jammu and Kashmir, Himachal Pradesh, Punjab, Haryana, Rajasthan, Uttar Pradesh, Uttrakhand, Delhi and Union Territory of Chandigarh. The Institute is enlisted under the Societies Registration Act, 1860 and is overseen by a Board of Governors. 

The organization began with long haul educators' preparation programs for polytechnic instructors in 1967 and was likewise endowed with the obligation of advancing educational plan improvement work for the states in the area. To improve the skill of educators for executing new educational plans planned by this establishment, momentary courses have been offered since 1967. The organization built up a Media Center in 1981 for planning print and non-print instructional materials.

The Educational Television and Computer Science divisions were built up in the year 1981and 1982 individually. Since 1983, the organization has been controlling and helping the states in the zones of Educational Planning and Management. Since 1992, the foundation began offering Regular Master of Engineering Programs in (I) Engineering Education and (ii) Manufacturing Technology. In the year 1994, two additional courses to be specific Master of Engineering in Construction Technology and Management and Computer Science and Engineering were included. In the year 1998, two more Master of Engineering Programs in Instrumentation and Control and Electronics and Communication Engineering were included, and, since 2005, the establishment began offering Modular Master of Engineering Programs in all the above orders. Every one of these projects, being offered for educators of specialized foundations and their overseers, experts from industry and general competitors, are appropriately affirmed by AICTE and partnered to Panjab University, Chandigarh.
